Suppose two terrorist groups make similar attacks against similar targets: both destroy office buildings containing government and military offices, along with civilian offices, and both attacks kill government officials, military officers, and civilians. One attack is aimed at a brutal occupying regime that is carrying out mass murder, while the latter attack is aimed at an occupying regime following more humane practices. In your view, might the former attack be justified while the latter is wrong? Or must they be considered morally equal, because both involve the killing of innocents?
